Odisha claims first place in forest act implementation
Odisha claims to be the first Indian state to implement the Forest Rights Act (FRA) and unite it with other poverty alleviation schemes. As part of the PRAGATI, Prime Minister Narendra Modi recently reviewed Implementation of FRA which was done on a multi-modal platform to review implementation of infrastructure projects and welfare schemes. According to an official statement, “The review revealed that Odisha topped the list at national level both in terms of the number of titles distributed." Odisha has also fared above the national average in the claim-rejection ratio under the FRA. While the national level rejection rate is around 45 per cent, the rejection rate in Odisha is around 24 per cent. The state has adopted suo-motto appeal of all rejection cases. Thus, in instances of cases rejected at village level, they are automatically taken for consideration for hearing at the sub-divisional level. In the same way, the cases rejected at sub-divisional level are automatically taken up for appeal at district level.
