New solid waste management rules for citizens
New solid waste management rules will be enforced to make citizens responsible for household waste. Keeping this in mind, the new Solid Waste Management Byelaws, 2017, have been drafted by the housing and urban development department. This will apply to every domestic, institutional, commercial and other non-residential solid waste generators within the municipal area. A user fee for waste management and fines for violators will be applied. Rules for segregation of waste at source by generators will be formed. Bulk waste generators will be directed to have compost plants and will be responsible for transportation and management of the waste. Mayor Ananta Narayan Jena said process of user fees determination and identification of bulk waste generators is already over. According to a housing and urban development official, "We have drafted the byelaws after inspecting the waste management practice of different urban local bodies. We will not have uniform byelaws for all, but different rules for different cities and towns."
