States to have completely automated RTOs
All the regional transport offices (RTOs) of the state are going to update the existing Vahan-2 vehicle registration web-based application to Vahan-4 version. Vahan-2 permits only online tax payment. The new version of the app was launched on a pilot basis at the Cuttack RTO last month. It allows e-payments of taxes, fees transfer of vehicle ownership, temporary registration, cancellation, hypothecation cancellation and endorsement, fitness certificate, tax payments, registration, issuance of NOC, conversion and alternation of vehicle related documents and uploading of all scanned documents to a centralised server. Currently, all this is being handled manually on pen and paper. The aim of the upgradation of the existing app is to completely automate the RTO operations w.r.t vehicle registration, permit, taxation and enforcement in the country. Vahan-4 encompasses creation of a centralized database for all RTOs across India for information sharing. Regional transport officer (Cuttack) Dipti Ranjan Patra said the Vahan-4 will check registration of fake or stolen vehicles. "We can map the registration from the manufacture level to RTO level. Dealers can submit documents like identity cards, fees and taxes of customers to us through the online gateway."
